Is a used Osram home decor & lighting worth buying?
Osram reaches Pakistan through importers rather than local production, and its consumer lamp business now trades as Ledvance, which uses the Osram name under licence. That matters second-hand: a fitting marked Osram may take lamps its own maker has stopped producing. Buy the fitting for its optic and driver, and only once you have established that lamps for it can still be bought.
Imported
Parts usually have to be imported or sourced from the grey market, so a repair takes longer and costs more — which matters more on an older unit than the build quality does.
There is no Osram or Ledvance service network in Islamabad or Rawalpindi, so spares mean whatever the electrical importers on the Rawalpindi side happen to hold, with drivers and transformers substituted by generic equivalents. Pin-based Dulux lamps are the harder problem, because a substitute has to suit both the cap and the control gear.

Check the Dulux cap
Osram's Dulux compact fluorescents are pin-based rather than screw-in, using G23, G24d or 2G11 caps depending on the type, and the fitting carries matching control gear. Read the cap before buying a fitting built around one, because compact fluorescent production is winding down and what remains is old stock.
Retrofits and old gear
Where a Parathom or similar LED retrofit has been put into an old halogen or fluorescent fitting, ask whether the transformer or ballast was removed or bypassed. A retrofit left running through the original control gear flickers or fails early, and that is the fault you inherit rather than a lamp fault.
Check mains or 12 volt
Osram halogen downlight lamps are commonly 12 volt through a transformer, and the same wordmark appears on automotive and specialty lamps that turn up in the same clear-outs. Read the voltage and cap type off the lamp itself rather than assuming it belongs in a mains lampholder.

Power every lamp holder
Switch the fitting on before agreeing anything, and nudge the shade while it is lit. Steady light from each holder is what you want; a flicker, a buzz, or a holder that only works when pressed points at perished wiring or a burnt holder inside the arm.
Count shades and crystals
Match what is there against what the fitting was made with. On a discontinued chandelier or a run of wall lights, one missing glass shade usually cannot be matched, and a substitute in a slightly different shape is visible from across the room.
Check sealed LED fittings
Integrated LED panels and strips cannot be re-lamped. Look along the lit surface for dark segments and uneven colour, and ask whether the driver box has ever been changed. A failed LED board makes the whole fitting scrap rather than a repair.
Look behind the mirror
Black or cloudy patches creeping in from the edges mean the silvering is going, and that cannot be repaired, only re-glazed. Check the frame corners for splits and confirm the hanging cleat or D-rings are still fitted and tight.
Push the lamp base
Stand a table or floor lamp on a level surface and give it a light push. A base that rocks and settles is properly weighted; one that goes over was built light and will keep falling. Then look at how the shade is meant to sit: a shade made for a harp and finial will not clip onto a bulb, so a mismatched pair leaves the lamp with no usable shade at all.
Hold curtains to daylight
Sun-rot shows as a pale, weakened strip along the leading edge and at the heading, and it tears when handled. Count the hooks, rings or eyelets, and turn rugs over to check for stiff, crumbling backing and a damp storeroom smell.
